Launch of the Strategy and Policy Studies - SPOS 2010 The Strategy and Policy Studies (SPOS) have been issued every year by EIR since 2006 and continue the PAIS series (Pre-Accession Impact Studies) launched in 2001. New Energy Agency opened in Slovenia The Agency for the Cooperation of Energy Regulators (ACER), hosted in Slovenia, formally assumed its powers on 3 March, the same day the Third Package for the Liberalisation of the Energy Sector entered into force. The European Commission Roadmap for a Low-Carbon Economy The European Commission presented on 8 March 2011 its vision on how greenhouse gas emissions can be reduced by 80 — 95% by 2050.
